

Game publishers certificates will go in Trusted Publishers usually by default, but normally this usually all happens automatically and unseen. (The V3 Root certificate goes in Trusted Root Certification Authority, and the other certificate should go in the Intermediate section if you are interested, but the certificates should automatically be installed in their correct locations). This should now allow the Watch Dogs 2 certificate included with EAC to validate. Download them both from the ROOT certificate link and also SSL Extended link on Globalsigns page and install them by double clicking and installing them.

Limiting FPS to 60 at lowest settings on a RTX 4090 did not help did that as a lot of users suggested this issue only happened when the GPU was at 99% usage.
